Ishalgen is some to various tribes of Sapiens. Aldelle Hill, Aldelle Basin and Lake Tunapre are inhabited by the Spriggs, who compete with the Aldelle Villagers for grain. The Odella Plantation produces Ginseng, Odella and Odella Juice which are very valued commodities, but was recently overrun by the Grey Mane Mau and Dundun Skurv. Beyond the Dubaro Vine Canyon lies Hatata's Hideout, where the Mau are attempting to build an Abyss Gate to allow their Balaur masters passage into enter the region.

Ishalgen's main inhabitants are the Ulgorn Raiders. Most of the raiders are humans who have lost their homes to difficult circumstances and are in pursuit of a better life as thieves. One example is Kaindal, a farmer who fled Brusthonin during one of the many rehabilitation efforts. Although the group is frowned upon by the inhabitants of Pandaemonium, the raiders are friendly and diligent. There is a strong sense of family and community among members of the group. The player is introduced as a recent member of this group.

Currently the Ulgorn Raiders are making themselves home in Ishalgen, and are split between staying in Ishalgen or moving onto other lands in search of greater opportunities. Due to the raiders' presence the inhabitants of Ishalgen were able to start many expansion and reconstruction efforts. The results can be seen in Aion 5.6.

Outside of the Raider community Ishalgen is also home to a number of exiled intellectuals, who were forced to flee into hiding due their allegiance to . Munin can be found imprisoned in a cell in the The Forsaken Hollow, north of Anturoon Crossing. Together with his assistants he helps the player with their Ascension.
